Bid for approval of latest phase of major Evanton housing development in Easter Ross

THE latest phase of a major Easter Ross housing development in an expanding village is under consideration by Highland Council planners.

The 19 units under consideration on land east of Culcairn Farmhouse, Station Road in Evanton form part of a wider, previously approved masterplan for up to 160 homes.

The proposal seeks approval of so-called "matters specified" for a development in a mix of house styles including terraced, flats and semi-detached.

The units will be delivered as affordable homes by Highland Council.

Background papers say the proposed layout comprises 19 houses to be delivered as affordable homes and designed to accord with the terms of the planning in principle.

This required details of the layout, design and external appearance, landscaping proposals, access and parking arrangements and water and drainage facilities.

This application includes details of each of these matters.

The form and layout of the housing reflects the terms set out in the conditions of the original planning permission.

It incorporates a mix of house styles offering a mix of tenures and so meet the recognised demand for housing within the area.

A statement lodged with the bid says the proposal embraces the principles and policy intent set out in the recently adopted NPF4 and seeks to deliver a development that reflects the objectives of the six qualities of successful place.

National Planning Framework 4 (NPF4) is the Scottish Government's national spatial strategy for Scotland. It sets out the spatial principles, regional priorities, national developments and national planning policy.

The statement says the proposal represents the first stage in a new residential development for Evanton and incorporates a design and layout that endorses the relevant policies of NPF4.

"In particular, the landscaping of the site will enhance biodiversity and provides an attractive setting for the development recognising the importance of achieving an enriched biodiversity in species and habitats and contributing to the creation of a safe and pleasant neighbourhood," it says.
